Along with the development of China’s reform and opening policy, the socialist market economy has made considerable progress, and deep transformation has been found in the economic structures. The non-public economy, as a major component of market economy, has obtained rapid development. As premier Wen Jiabao stressed in the Government Work Report at the third conference of the Tenth National People’s Congress convened in March, 2005, “Speed up the transformation of government functions to further accelerate the practices of separating government administration from enterprise management, the political capital and institution management. Leave what is not the government’s business to the enterprises, the market and the social organizations so as to give full display to the functions of the social groups, the profession association, the chamber of commerce and the intermediary agency.”
It means that government's supervision function will have a further separation from its service function while social organizations, such as chambers of commerce and professional associations, and will play larger intermediary roles in the socialist market economy. The coastal developed cities, like Zhejiang, Jiangsu, Guangdong, Fujian, followed the guidance of central government and kept pace with the times. Some folk chambers of commerce have been established quickly in these regions which not only took a leading role in various economic and trade programs, but also gained profits, eventually making great contributions to the sound development of non-public economy so as well to the reform and opening up and socialist modernization in China.
Xi’an is considered as the economic center in western China. Since the reform and opening up policy was adopted, the Muslim enterprises in Xi’an have been playing active roles in the fields of real estate, medicine, construction and machinery and so on. Particularly, in the catering trade, the Hui People strictly follow the instructions in Koran that they are forbidden to eat the meat of animals which died in a natural death and other foods not made by Muslims. They have developed a set of special methods for cooking mutton and beef. Hui People are honest and reliable and they never play tricks in business. Hence, the food made by Hui are very popular and cherished both by the local residence and by the visitors as delicious cuisine and excellent gifts. This kind of diet culture has given great impetus to Xi’an’s economic development as well as tourist market. It served as the best remedy for those wondering sons’ homesickness and as the visiting card of Xi’an city.
While there still exist certain gaps between Xi’an Muslim Enterprises and the private enterprises in some developed regions, which lie in several aspects, such as management concepts, marketing methods, industrial structure, scientific management, staff proficiency and enterprise’s scale. Therefore, cooperation and development are the top priorities for Xi’an Muslim business people and they are also the inevitable choices for all the present enterprises facing the market-oriented economy. In light of this we should look ahead and learn from the eastern developed regions, establishing Muslim Chamber of Commerce in accordance with the international practices. Taking it as a platform, we need to standardize our market, broaden our view and accumulate capital and human resources so as to make progress.
Mr. Sha Pengcheng, the Prisident of Xi’an Sanbao Shuangxi Group, has made a national company from a small one to a large enterprise through many years’business experience. He has a deep understanding of how to run Muslim enterprises than other people, and he has much more expectation for them and is well aware of the shortages of Xi’an Muslim Enterprises. Therefore, Sha Pengcheng took the initiative to the establishment of “Xi'an Muslim Business Chamber of Commerce” after close consultation with some Muslim business people. The proposal obtained positive response immediately.
Proposing the concept of “ Xi'an MBCC” and putting it into practice is a pioneering work. First, it enables the Muslim enterprise to move into the forefront of reform and opening up though cooperation; second, it changed the situation in which there was originally no organization and recognition among Muslim business people and made a window for them through which they could broaden their views and connect with the outside world; third, it reflected the common aspiration of the Muslim business people. Now, Mr. Sha Pengcheng, with his rich experience and good personal connection in business and political community, is willing to assume the responsibility for the Muslim Enterprises. He is really the model of our business people. The development of Muslim Enterprises needs such leaders and supporters.
Xi'an Civil Administration Bureau, Xi’an Ecnimoic Committee and Xi’an Ethnic and Religious Bureau have given much support to the establishment of Xi'an MBCC, which made the preparatory work much easier. At the same time, Xi’an Government also puts high expectation on it, and they hope Xi’an MBCC, under the leadership of Mr. Sha Pengcheng, will make contributions to the development of local economy as well as national economy. On January 13, 2008, braving the heavy snow, the first general meeting of Xi’an MBCC was held in the Meeting Hall of Tongshengxiang Restaurant. Although it was very cold, the people were eager to participate. Xi’an Civil Administration Bureau, Xi’an Ecnimoic Committee and Xi’an Ethnic and Religious Bureau also came to the meeting. The meeting was a complete success and the Charter has been adopted. After having selected the executive agency –the council, the first Council Meeting was held and a leading group and some working staff were also elected. The election was carried out according to the initiator’s wish as well as the participation, services, strength and creditworthiness of each enterprises’. Finally, the executive council of Xi’an MBCC were established under the leadership of Sha Pengcheng.
“Service, cooperation, harmony and development” are the basic concepts proposed by the Charter of the Xi’an MBCC, which is expected to optimize the chamber’s link role. And by putting all energy, funds and human resources on the development of Muslim enterprises, Xi’an MBCC will do its uttermost to make great contributions to the local economy.
Xi'an MBCC will provide the following services for all members
1. To implement central government’s policy and relevant laws and regulations, advocating patriotism, professional dedication and observation of law; invite experts and scholars to address our member enterprises in order to improve management skills and operation proficiency, hence to promote the sound development of Muslim enterprises.
2. To coordinate the relationship between all parties and collect advices and requirements and promptly reflect them to government; employ lawyers to provide members with legal services to guarantee the rights of the enterprises.
3. To promote member enterprises to implement the scientific outlook on development, organize specialists to help the member enterprise to carry on business planning, advertising service, the human resources and the vocational training and the management consultation and so on. Help and guide member enterprises to carry on the friendly competition, improving the service quality.
4. To provide the member enterprises and their products with various promotional services:
A. To connect the national, provincial and municipal TV station, broadcasting station and magazine publishers to make advertising, enhancing product’s popularity and reputation.
B. To organize specialized exhibition and trade fairs so to provide different selling platforms for member enterprises.
C. To establish wide connections and find the business agent for the member enterprises and their products; meanwhile, to collect idle fund for the competitive projects.
5. To provide the modern information services for the member enterprises.
A. To set up the website for Muslim Chamber of Commerce - - China Muslim Enterprise Network (in Chinese, English and Arabic languages ), by which all member enterprises can learn latest selling information, broaden their views, seize marketing opportunities and sell their products.
B. To realize the “Chamber of Commerce Communication”, strengthen the internal exchanges and promptly transmit some effective information to relevant enterprises.
6. To help member enterprises solve problems and meet their reasonable demands.
A. To seek best investment channels for the member enterprises.
B. To provide financial management and tax consultation services for member enterprises.
C. To provide company merge services for the member enterprises.
D. To seek quotas of the approval and initiation and state-level projects for member enterprises.
7.To organizes the member enterprises to carry out activities for promoting friendship, such as investigation, visit and inspection; give full play to the MBCC to establish commercial relationship with Middle-East countries and proactively widen the international markets. To organizes the member enterprises to do charitable work, and strengthen cooperation among Muslim enterprises and have a high sense of social responsibility.
8. To implement the projects instructed by government departments and other business executive offices and carry out other activities which are beneficial to the industry.
Kang Youwei, the chief reformist in the late Qin Dynasty, said, “Why should we establish chambers of commerce? The knowledge of a single person is limited, so it is better to put all heads together; likewise, one man’s financial power is tiny, so we need to raise fund from the public. The larger the power is, the wider will the commercial activities extend.” Meanwhile, “People who do business need commerce classes to learn from, commerce department to regulate the market, business laws to make standards, the chamber of commerce to connect business people, ideal model to encourage themselves and patented products for impetus.”
Xi’an MBCC will earnestly improve itself to accumulate experience and strengthen service awareness. As a leading organization, it will take joint efforts together with other Muslim enterprises to make new contributions to the development of western China, the local and national economy as well as the harmonious society.
